Comment
New recommended value is weighted average from HKU08b (corrected by 632 mb/586 mb= 1.0785) and JaK96a which are in perfect agreement. Used normalized energy dependence from recent libraries (tendl15, jeff32, endfb71,jendl40). Uncertainties are derived from the standard deviation between the libraries, and interpolated between 5 and 30 keV and 30 and 100 keV.
